yelling and screaming out on tarmac outside.

9:12 p.m. “Police arrived, 2 vehicles, 3 officers
spoke to Council members.”
9:30 p.m. “On rounds. Police still with Thomas.

9:35 p.m. “Police left w/o Thomas. Thomas has
agreed to stay home rest of nite.”
